Seminar of Sustainability causes controversy and produces manifest

The V International Seminar of Sustainability and Integration in Latin American, happened on November 30 in the auditorium of ULBRA in Porto Velho, Rondonia, and it was a success. Besides promoting the discussion, bring high-level speakers and adopted in the plenary the “Letter from Rondonia, a statement of the population against global warming and in favor of cleaner energy, as well as compliance with environmental responsibilities.

For over two decades, the paulista-rondoniano Hercules Góes, has been bravely fighting for the deployment of their ideas and projects for sustainability in the world, through the Ecoturismo Magazine.

Now, that the world is at a dangerous crossroads between the sustainability and development again raised its voice against global warming, with power organizing the event.

Senator Raupp stressed in his speech at the opening of the seminar that the press has an important role in the process of awakening interest in public opinion to produce incentive, especially in the production of Biodiesel and the issue of the pipeline.

Raupp said that "the issue of power is practically won, and now we have to win the gas pipeline." The Senator said the seminar came at a crucial moment, where the various forces of the State are aligning to the issues of interest of Rondonia, Brazil and the world, such as pipeline and power plants, have a search more profound and might become a reality bringing the development and preservation.

The gas pipeline Urucu-Porto Velho

Another moment that caused commotion and led the audience to say, is when the Director of Rongás, Paulo Andrade challenged the opinion of the Ministry of Mines and Energy, a few days before the seminar, considering the construction of the pipeline feasible, from economic order. "How can you bring a fuel that costs 26 U.S. dollars per million btu, such as diesel, by river by 2 thousand kilometers and this is feasible? And a cheaper fuel, such as gas, It costs only 3 dollars per million btu, via pipeline for 500 kilometers and is not viable?" challenged Paulo Andrade.

"Nobody saw this study, does not know the parameters of the search, so based on facts that have say with certainty that can not be true. There are other markets interested in gas from Urucu and we have to engage the society as a whole, this battle for our legitimate right to access to that fuel will leverage that the economy and generate low environmental impact”.

Clean Fuel

In his speech at the seminar, Paulo Andrade presented data on the development that the construction of the pipeline produce in Porto Velho and region, with annual growth estimated at 8.5%, well above the average for the country that revolves around 5%. Besides being the cleaner fuel. According to the Director of Rongás, the placement of natural gas instead of diesel, now consumed by energy-generating, 470 tonnes of sulphur oxide and 83 thousand tonnes of carbon dioxide would no longer be dumped into the atmosphere.

In the end, the reading of the Letter from Rondonia, which speaks about compliance of the environmental compensation that are expected to be implemented with the construction of hydro-electric complex of the Madeira and the demonstration in favour of the construction of the Urucu-Porto Velho pipeline, the seminar came to an end with the certainty that has reached its goal of proposing discussions, and bring experts to the local population to the Brazilian Amazon and discuss their international realities and expressed their will.

The final result of discussions it became a book and a DVD trilingual, English, Portuguese and French and will travel the world taking our message, the message of the Amazonian people.

Ministry under pressure
Sub Attorney of Justice in Rondonia threatens process Ministry of Mines and Energy

The real battle that is becoming the installation of the Urucu-Porto Velho pipeline had another bid for the Fifth International Seminar about Latin American Sustainability and Integration.

The Sub Attorney of Justice of the State, Ivo Benitez, said it is reviewing the opinion of the Ministry of Mines and Energy that considerate the pipeline unfeasible on an economic point of view.

According to Benitez, "there is some misinformation from someone, or else there is a lie trying to cover other interests. However, public money is involved and if have any type of fraud in question, I will prosecute those responsible”, emphasized the Sub prosecutor.

According to the comments during the seminar, the pipeline that had already been a report of favorable economic viability presented, is undergoing an attack of political forces closed the city of Manaus that they want the gas is in the state of Amazons. Given this, the Sub prosecutor said categorically in the seminar that there is the possibility of criminally prosecute those who signed the document.

The comments behind the scenes of the seminar say that more things are to come, because the political forces of Rondonia are uniting around the movement “Pipeline Now!”, and the gas dispute promises to be intense.

The Member from state of Amapá, Moises Souza stole the scene during the discussions in the seminar. Their interventions, always with a solid basis, and the way charged several times, the fulfillment of the environmental counterparts eventually raise the audience who applauded the Member in session, not without comment that he was doing what the parliamentarians of Rondonia, who did not go to the event, should be doing: fighting for the victory of the local population.

Mr Moises Souza of the PSC, which is candidate for mayor of Macapá said it believes that "Amazon is, as a whole our home and should be defended by all irrespective of the city where it is, the state or even the country ".

Center for Environmental Excellence

One of the most important and strategic projects of Petrobras in the north region of Brazil, the Center for Environmental Excellence of Petrobras in the Amazon (Ceap), was presented at first hand, here in Rondonia, during the Fifth International Seminar of Latin American Sustainability and Integration, which brought together NGOs, students, entrepreneurs and professionals who discussed the sustainable proposals against global warming.

The manager of Safety, Environment and Health Petrobras northern region, Nelson Cabral defined the enterprise as a network of physical resources, human and technological knowledge and information from the Petrobras and the society, for integrated action in search of release technological innovation and business in the region.

A initiative that join the technological and scientific leading knowledge to the social and environmental responsibility commitment in the mission of the company and its necessary sustainable operation in the region. The Centre was set up so that the projects developed by various institutions in the Amazon are integrated and implemented with the cooperation between those involved.

The Centre is designed as a tool for management of Petrobras partnerships in the region, involving universities, research institutions, government agencies, NGOs and economic actors. Around four major research projects and development already in progress are part of the portfolio of Ceap, bringing together around 650 researchers. The establishment of the center represents investment of $ 500 million from Petrobras until 2012.

Thematic Nuclei

"The Ceap is an aggregator of data obtained through searches carried out in the Amazon. There are clusters, for example, information about modeling hydrodynamics of the region's rivers, maps of environmental sensitivity to oil spills and strategies for contingency. This knowledge will help us in our operations of exploration and production, river transport, refining and distribution in order to act safely and without environmental impact, "said Cabral. One of the initiatives encompassed by Ceap will monitor the activities of transporting oil and natural gas from Urucu, the second largest province Brazilian land, located in the middle of the Amazon rainforest and that was the subject of heated debates during the seminar.

LETTER OF RONDÔNIA

The regional and international community gathered in the auditorium of the House of Lutheran University of Brazil - Ulbra in Porto Velho, Rondonia, proposes to national and international organizations, a urgent mitigation measures aimed at minimizing global warming, long fought in the panel of the Intergovernmental Panel about Climate Changes - IPCC, and the Global Human Development Report of the United Nations Development Programme - UNDP, within the goals of the millennium.

Rondonia that lies at the heart of energy and environmental issue of the planet, on the eve of the first auction's hydroelectric plant in Rio Madeira, the largest tributary of the Rio Amazonas, bringing together NGOs, students, businessmen and public officials, within the policy of green building, wants to show to Brazil and to the world its concern with environmental sustainability.

Aligned with the new world trends, the session which is discussing the theme of sustainable tourism as a factor of Latin American integration, the impact of plantations for composition of Biodiesel and ethanol, the PAC, the pipeline from Urucu, and the installation of the hydroelectric plants of the Rio Madeira, shows total consistency when calling for the constructors of opinion and the media that passed the cry of the local population of the Amazon sustainable against global warming, signing the position that not waive their environmental sovereignty, but that, the same time, is entitled to improving human development, will need to discuss, increasingly, sustainable investment in the region.

The WWF-Australia warns of the serious consequences of global warming and deforestation on the Amazon. According to a review of scientific articles on the subject, climate change could transform most of the Amazon rainforest in Savannah, resulting in enormous impacts on biodiversity and climate on the planet. "We are at serious risk of losing much of the world's largest tropical forest, because, with a few degrees of warming, the desertification process is irreversible," said Carlos Nobre, scientist INPE and President of International Program of Geosphere and Biosphere (IGBP - International Geosphere-Biosphere Program).

Thus, the traditional populations, concerned about the growth of speculation caused by large projects that the PAC - Plan acceleration of growth projected for the Amazon, especially for the area between the southern state of Amazonas, Acre and Rondonia, which already is producing the phenomenon of development, with increased investment in the sectors of construction, industry and trade, is launching a serious warning: this important part of the Amazonic people and international in the heated discuss developed in the International Seminar about sustainability, that does not skip before the mountain of social and environmental problems that now fall on the vast territory of the Amazon and commits the winners of the auction so that the implementation of the Rio Madeira plants, supposedly one of the ten greatest works in construction today on the planet, assume responsibility and provide compensation for the environmental licensing agreements prior to complex energy that is installed in Rondonia. The two sides of the issue, both environmentalists as developmentlists agree about one point: it is needed a public policies for environmental issue in the Amazon, take into account local peculiarities, with its flavors, colors and features, therefore, coming from the chilled offices of the distant Brasilia, certainly will not satisfy neither Greek nor Trojans and the cultural, environmental, human and material heritage is very high.

RONDÔNIA AND ACRE: ISSUES OF AMAZONIC BOOKS

The possibilities opening up for Brazil with the imminent completion of construction of Inter-oceanic Highway, Call for Highway to the Pacific, which should be ready in 2009, the exchange of culture, information and business between the Andean nations and Brazil, are some of topics addressed by Hercules Góes, in his new book launched in July for the Brazilian market.

The author, as if forming a master's degree in environmental law, born in São Paulo state currently rooted in Rondonia, paints a parallel between the Amazon Movement who cried for Construction of this historic Pacific Highway in the 80 until its conclusion almost beginning of this century, As statement of Peruvian President Alan Garcia, to a group of businessmen and politicians from Sao Paulo, Rondonia and Acre in June of 2007 in Lima.

The country will have a new frame since this conclusion that is being financed with resources of the Andean Development Cooperation and other international bodies, and look for the Atlantic and Pacific both front and with total possibility of large and new business.

The book  speaks about the epic of its construction, consuming thousands of lives at the beginning of the twentieth century, works in television recently addressed by Globo use the title of the homonym novel “Mad Maria”, and the author outlines a parallel of fiction and historical reality of this icon Amazon.

Hercules also speaks about his concern about the construction of the Plants of the Rio Madeira, Santo Antonio and Jirau and the conditions proposed by IBAMA to preserve this historical heritage, which was officially request to UNESCO in 2005 in Paris to compete in the list of items considered as Heritage of Humanity, the example of Pelourinho and other Brazilian cultural assets.

The Brazilian environmental agency, respecting the views of thousands of environmentalists will not allow the consortium which will build the two mega Plants destroy part of the Patrimony of the People from Rondonia, Amazonand Brazil, the Madeira Mamoré rail, a Heritage of Humanity.

The controversy is installed, and the lawyer, journalist and author of books is taking advantage of the launches in several cities in Brazil to raise these discussions in academic communities and certainly serve their books for this democratic discussion.

The people of Acre and Rondonia will have a new role from 2009 with the opening of the Pacific Highway and it's time to prepare the infrastructure to receive the new era that begins with these projects under construction.

MADEIRA MAMORÉ IS A WORLD ICONE

Many people do not give account of the importance of having its territory in a true icon of Culture and Heritage of Humanity. Here in the state of Rondonia, we have the privilege of having a True History of Heritage and Culture of man on Earth, which is the Railroad Madeira Mamoré, celebrating its centenary in 2007 of Home Building.

The truth is that many missing care for and protect it and, in fact, give to visitors from various parts of Brazil and World who go to visit it the protection for its size and global importance.

In 2005, when Brazil celebrated the Year Brazil in France, in all the festivities that included the popular Brazilian music, with the largest national expressions of theater, arts and national literature, Madeira Mamoré was placed among the top names of Brazilian representatives of the letters.

The Book “Madeira Mamoré Heritage of Humanity” (4 th edition), of Hercules Góes, was in the ratio of Highlights Brazilian Works, as the information of Comunicarte, French NGO, alongside works and authors like José Sarney (Captain of the Sea), Fernando Gabeira (The Guerrillas are tired), Jorge Amado (Cocoa and Bahia de Todos los Santos), Ariano Suassuna (Auto da Compadecida) Rede Globo, which represents a high profile for this icon from Amazon and from Rondonia.

In that same year the author delivered at UNESCO, a claim that one entity linked to the UN, consider the possibility of pre application for Heritage of Humanity of the railroad, as are the Pelourinho in Salvador, the city of Brasilia and other goods national cultural.

The Rio de Janeiro saw the Cristo Redentor recently included as one of New Seven Wonders of the World which is already giving the state high visibility and global flow of tourists from all parties to visit it, generating resources and rents for the people of Rio .

In August 2007, the Mayor Roberto Sobrinho, from Porto Velho, the city that houses the Railroad Madeira Mamoré, will officially receive that patrimony from the Union to care and manage in a moment of great significance for the national economy.

The IBAMA through Prior License 25l/2007 sent on July 9 the Prior License to beginning the process of auction and after construction of Hydroelectric Plants of Santo Antonio and Jirau in Rio Madeira, in Porto Velho, the capital of the state of Rondonia , Which for a time will be one of the most significant states of the country on the issue of energy supply and avoid the electrical blackout.

Among the conditions imposed by the IBAMA to the Entrepreneur Furnas and to the future winner Consortium of construction works, is a programme of compensation with social support to the community, targeting the development of sustainable activities.

Other constraints, are the presentation of programmes and projects to support the local cultural heritage impacted by the enterprise, preservation of pre historical and historical heritage, and recommended by Iphan, measures for the protection of the area of the Railroad Madeira Mamoré.

Given this condition we want to launch a challenge to entrepreneurs and candidates for the consortium that will generate more than 20 billion reais: to adopt as Sponsors, the example of Brazil's major financial support for the successful campaign of Cristo Redentor, the pre Application of the Railroad Madeira Mamoré, as Historical and Cultural Heritage of Humanity in the year when it completes its centenary of Home Building.

Get here a list of Brazilian works-emphasis, according to Comunicarte…

The first book called "Wood Mamoré Heritage of Humanity" celebrates the centenary of the Top of construction of rail epic that was one of the items of the Treaty of Petropolis, signed by Baron of Rio Branco in the Question of Attach of Acre, taken from Bolivia, reminding the centenary issue involving the difficult relations with Amazon neighbours.

The work deals with one of the most controversial historical and cultural heritage, which was recently approached by a television broadcaster, in the miniseries "Mad Maria" and was one of the sectors required by Ibama for conservation, under penalty of not granting the environmental permit prior to the construction of the Plants of San Antonio and Jiraú would hinder the Brazilian electrical blackout.

The second book of the author and journalist who is also a lawyer, as if forming a master's degree in Environmental Law by Unisantos, is the work "Economic Perspectives of the Amazon" with the approach of the historic Amazon fight for the way to the Pacific Ocean, opening the possibility of the Brazil, shortening distances, reaching the Andean, Asian, European and the U.S. markets in that region and giving to the people who do not have sea, as the Bolivians, the opportunity to reach the Atlantic Ocean.
